What if a player is much better than everyone left to challenge?

That is a band problem, not a rules problem. One player two levels above the rest of the field will win everything, stop being challenged, and get bored. Move them up a band, or split the ladder, or recruit two more players at their level. None of those is a punishment, and all three are better than letting them run out of opponents.
